NOTICE OF PUBLIC HEARING

The amendment is required to recognize the location of an existing manure storage facility constructed at 65m from the nearest dwelling at 1065 Concession 3 to allow for the extension of an existing dairy barn. Under Minor Variance A-1/2004, the Minimum Distance Separation (MDS) was reduced to 82 m. (Section 5.17.3 (d) of Zoning By-Law No. 92-50) 
 TAKE NOTICE THAT the application will be heard by the committee on April  10,  2017 at 6:45 p.m. in the Council Chambers at 5151 County Road 14, St-Eugene.
 
You are entitled to attend this public hearing in person to express your views about this application or you may be represented by counsel for that purpose. If you are aware of any person interested in or affected by this application who has not received a copy of this notice you are requested to inform that person of this hearing. If you wish to make written comments on this application they may be forwarded to Linda Rozon, secretary-treasurer of the committee at 5151 County Road 14, St-Eugene ON K0B 1P0
 
If you do not attend at the hearing it may proceed in your absence and, except as otherwise provided in the Planning Act, you will not be entitled to any further notice in the proceedings.

CLASS ENVIRONMENTAL ASSESSMENT
CHUTE-A-BLONDEAU WWTP UPGRADE
NOTICE OF COMPLETION OF
ENVIRONMENTAL STUDY REPORT

The Chute-à-Blondeau Wastewater Treatment Plant (WWTP) has reached the end of its useful service life and has started to have exceedances of its effluent criteria specified under the Ministry of the Environment and Climate Change’s Environmental Compliance Approval (previously called a Certificate of Approval). The Township has considered its alternatives to ensure a sustainable system which can comply with the effluent criteria and is recommending the construction of a new WWTP.
 
The Township has planned this project under Schedule C of the Municipal Class Environmental Assessment. The Environmental Study Report has been completed and by this Notice is being placed in the public record for review and comment. Subject to comments received as a result of this Notice and the receipt of necessary approvals, the Township intends to proceed with the construction of this project next year. The estimated cost of the project is $2.9M.
 
The Environmental Study Report is available for public review at the Township Office, 5151 County Road 14, St. Eugène, between the hours of 8:30-12:00 and 13:00-16:30.

A person or party may request that the Minister of the Environment and Climate Change order a change in the project status and require a higher level of assessment under the individual Environmental Assessment process (referred to as a Part II Order). Reasons must be provided for this request. Copies of the Request Form must be sent to:

CLASS ENVIRONMENTAL ASSESSMENT
CHUTE-A-BLONDEAU WWTP UPGRADE
PUBLIC COMMENT INVITED
 

The Chute-à-Blondeau Wastewater Treatment Plant (WWTP) has reached the end of its useful service life and has started to have exceedances of its effluent criteria specified under the Ministry of the Environment and Climate Change’s Environmental Compliance Approval (previously called a Certificate of Approval). The Township is therefore considering alternatives to ensure a sustainable system which can comply with the effluent criteria.

In accordance with the requirements for Schedule C projects of the Municipal Class Environmental Assessment, the Township is making available for public review preliminary study material and plans. On Wednesday November 23, 2016, the public is invited to attend an information session between 6:00 p.m. and 8:00 p.m., at the Chute-à-Blondeau Community Centre, 2005 Principale Street. The Township’s consultant will be available to discuss issues and concerns with the public. Thereafter, inputs and comments will be accepted by the consultant until November 28, 2016.

TAKE NOTICE that the Council of The Corporation of the Township of East Hawkesbury received a complete application and will hold a Public Meeting on the 15th day of November, 2016, at 6:45 p.m., in the Council chambers of the municipal building , 5151 County Road 14, St-Eugène , to consider a proposed amendment to the Zoning By-law No. 92-50 of the Township of East Hawkesbury under Section 34 of the Planning Act, R.S.O. 1990, as amended.

THE ZONING BY-LAW AMENDMENT affects lands located at 175, Concession 7 , being Part of Lot 1, Concession 6 and having the Roll Number 0201-000-006-01200 0000 , in the Township of East Hawkesbury , as shown on the Key Map. The subject site is within the ‘rural policy area (north portion) and agricultural resources policy area (south portion) ’ land use designation in the United Counties of Prescott and Russell Official Plan.

THE ZONING BY-LAW AMENDMENT rezones a portion of the lands of the property located at 175 Concession 7 , from ” rural policy area (R) (north portion) and agricultural resources policy area (A) (south portion) ’to “ Rural – Exception 5 ( R-X5)( north portion) and Agricultural – Restricted Residential (A-XR) (south portion)”, in order to fulfill a condition of consent application B-033-2016 which the lands are subject to.

The amendment is to prohibit the development of residential uses on a newly created agricultural lot.

ANY PERSON may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed amendment.

IF A PERSON or public body does not make oral submissions at the Public Meeting or make written submissions to Council before the zoning by-law amendment is passed, the person or public body is not entitled to appeal the decision of the Township of East Hawkesbury to the Ontario Municipal Board.

IF A PERSON or public body does not make oral submissions at the Public Meeting, or make written submissions to Council before the zoning by-law amendment is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.

RENAME CONCESSION 2 ROAD TO CPL PATRICK LORMAND ROAD
TAKE NOTICE that pursuant to Section 5(3) of the Municipal Act, 2001, the Municipal Council of The Corporation of the Township of East Hawkesbury at its meeting to be held on Monday June 14, 2010 at 8:15 p.m. in the Council Chambers at 5151 County Road 14, St-Eugene (Ontario) will consider passing a by-law changing the name of a highway.

IT IS PROPOSED to rename “Concession 2 ” Road to “Cpl Patrick Lormand ” Road in memory of a fallen hero Patrick Lormand who lost his life in Afghanistan on September 13, 2009. Patrick’s parents were raised on Concession 2 Road and are still living on that Road. Patrick, along with his brother, were also raised on Concession 2 Road. The road proposed to be renamed is located between Concession 2 and 3 , Lots 12 to 25.
